Jurnal Ekonomi Indonesia (JEI) is committed to maintaining academic integrity, originality, transparency, and ethical scholarly publishing. All manuscripts submitted to the journal must present original scholarly work, appropriately acknowledge the ideas and contributions of others, and provide accurate citations for all sources used in the research and manuscript. This policy is informed by the principles and recommendations of the Committee on Publication Ethics (COPE).

1. Definition of Plagiarism

Plagiarism is the use of another person's words, ideas, data, findings, arguments, or other intellectual contributions without appropriate acknowledgment, presenting them as one's own work. It may involve verbatim copying, inadequate paraphrasing, unattributed use of research findings, or reproduction of tables, figures, images, and other materials without proper attribution or permission where required.
Plagiarism may occur in both published and unpublished material, including journal articles, books, conference papers, research reports, theses, dissertations, websites, and other scholarly sources. Authors must ensure that all borrowed material is properly cited and that the original contributions of other researchers are clearly distinguished from their own work.
COPE provides guidance for identifying and investigating suspected plagiarism and distinguishes minor text overlap from more serious cases involving substantial unattributed material. See the COPE flowchart for suspected plagiarism in submitted manuscripts.

2. Plagiarism Screening and Similarity Threshold

All manuscripts submitted to Jurnal Ekonomi Indonesia (JEI) are subject to similarity screening using iThenticate before proceeding to the peer review process. The overall similarity index must not exceed 20%.
Manuscripts exceeding the 20% similarity threshold may be returned to the authors for revision and resubmission. Where the similarity report indicates substantial unattributed copying, inappropriate reuse of published material, or other serious concerns regarding originality, the manuscript may be rejected in accordance with the journal's editorial policies.
The similarity index is an initial screening indicator and does not, by itself, establish whether plagiarism has occurred. The editorial team will examine the iThenticate report to assess the sources, extent, and context of matching text, including the adequacy of citations, direct quotations, references, standard terminology, and overlap with the authors' previously published work.
This contextual assessment follows the approach reflected in the COPE flowchart on suspected plagiarism in submitted manuscripts, which provides a procedure for investigating potential plagiarism rather than relying solely on a similarity score.
Authors are responsible for ensuring that their manuscripts meet the journal's similarity requirements before submission. Where revisions are requested, the revised manuscript may be screened again using iThenticate. The final editorial decision will consider both compliance with the 20% threshold and the nature of the identified overlap.

3. Assessment of Similarity Reports

Jurnal Ekonomi Indonesia evaluates similarity reports on a case-by-case basis. The editorial team considers the originality of the manuscript, the extent and location of overlapping text, the sources involved, the adequacy of attribution, and whether the overlap affects the originality or integrity of the scholarly contribution.
Similarities involving common expressions, technical terminology, properly quoted material, bibliographic entries, or standard methodological descriptions may not constitute plagiarism when appropriately used and acknowledged. However, substantial unattributed copying, misrepresentation of another person's work, or appropriation of research data and findings may constitute serious publication misconduct.
A similarity score below 20% does not automatically guarantee that a manuscript is free from plagiarism. Likewise, a score exceeding 20% does not automatically establish plagiarism without an assessment of the matching content. Editors will evaluate the report and determine the appropriate action based on the available evidence. This approach is consistent with the COPE discussion document on plagiarism.

4. Self-Plagiarism and Text Recycling

Authors must appropriately acknowledge and disclose relevant material that has previously appeared in their own publications. Reusing previously published text, data, tables, figures, or substantial portions of an earlier work without adequate acknowledgment may constitute inappropriate text recycling or redundant publication, depending on the circumstances.
Submitting a manuscript that substantially overlaps with an author's previously published work without transparent disclosure is unacceptable when the overlap misrepresents the originality of the submission or results in redundant publication. Authors must disclose related publications and explain any substantial overlap to the editorial office.
Editors will assess the nature and extent of the overlap, the relationship between the publications, and whether the reuse has been appropriately disclosed. Suspected cases will be handled according to the journal's publication ethics procedures and relevant COPE guidance on plagiarism and text overlap.

5. Citation and Acknowledgment Requirements

Authors must provide accurate citations for all ideas, arguments, data, findings, and text derived from other sources. Direct quotations must be clearly identified and accompanied by appropriate references. Paraphrased material must be expressed in the author's own words while acknowledging the original source.
The reproduction or adaptation of tables, figures, photographs, maps, research instruments, and other copyrighted materials must include appropriate source attribution and permission where required. A reference list alone does not replace the need to acknowledge borrowed material at the relevant point in the manuscript.
Authors must ensure that citations accurately represent the sources consulted and that references are not fabricated, misleading, or included merely to create the appearance of scholarly support. Suspected unattributed use of other people's work will be assessed in accordance with the COPE flowchart for suspected plagiarism in submitted manuscripts.

6. Duplicate and Redundant Publication

Jurnal Ekonomi Indonesia does not accept manuscripts that have been published previously or are simultaneously under consideration by another journal when such publication or submission constitutes duplicate or redundant publication. Authors must disclose any related manuscripts, previous publications, preprints where relevant, or overlapping research outputs to the editorial office.
Where a manuscript substantially overlaps with an existing publication, the editorial team will assess whether the overlap is appropriately disclosed and whether the new submission provides a sufficiently distinct scholarly contribution. Failure to disclose material overlap may lead to rejection or further action under the journal's publication ethics policy.
COPE provides guidance for editors investigating suspected plagiarism and related publication ethics concerns. See the COPE official website for its publication ethics resources and relevant case-handling guidance.

7. Procedures for Handling Suspected Plagiarism in Submitted Manuscripts

When potential plagiarism is identified during initial screening, peer review, or any subsequent stage of editorial assessment, the editorial team will examine the available evidence and determine whether further investigation is necessary.
Depending on the circumstances, the corresponding author may be contacted and asked to provide an explanation, clarification, corrected citations, or supporting documentation. The journal may also examine the original sources and consult appropriate editorial or research integrity expertise where necessary.
Depending on the seriousness of the concern and the author's explanation, the journal may request corrections or rewriting for minor, remediable problems; return the manuscript for further revision; reject the manuscript where substantial plagiarism or serious ethical violations are established; or refer the matter to the relevant institution or research integrity authority when appropriate.
COPE recommends that editors gather evidence, contact the author, assess the explanation, and consider further action when suspected plagiarism cannot be satisfactorily resolved. See the COPE flowchart for suspected plagiarism in submitted manuscripts.

8. Plagiarism in Published Articles

If plagiarism is suspected in an article already published by Jurnal Ekonomi Indonesia, the journal will investigate the concern and assess the supporting evidence. The authors concerned may be contacted for an explanation, and the journal may consult the relevant institution or other appropriate parties when necessary.
Depending on the findings and their implications for the scholarly record, the journal may publish a correction, issue an expression of concern, or retract the article. The action taken will reflect the nature and seriousness of the problem and the reliability of the published work.
The journal will follow the relevant COPE flowchart for suspected plagiarism in a published article when determining appropriate next steps.

9. Responsibilities of Authors

By submitting a manuscript to Jurnal Ekonomi Indonesia, authors confirm that the work has been prepared in accordance with accepted standards of academic integrity and that all sources have been appropriately acknowledged.
Authors are responsible for verifying the originality of their manuscripts, ensuring the accuracy of citations, obtaining permissions where necessary, disclosing relevant overlap with previously published work, and responding honestly to editorial queries concerning similarity reports or suspected plagiarism.
All co-authors are expected to cooperate with the editorial team if questions arise concerning the originality or integrity of the submitted work. The journal will handle such concerns in accordance with its publication ethics policies and relevant COPE guidance and resources.

10. Editorial Authority and Sanctions

Jurnal Ekonomi Indonesia reserves the right to conduct additional similarity checks, request explanations or supporting documents, return manuscripts for revision, suspend editorial processing while a concern is investigated, or reject manuscripts that do not comply with the journal's plagiarism policy.
Where serious plagiarism or other publication misconduct is established, the journal may take further action consistent with its editorial policies, including notifying the relevant institution or taking appropriate action concerning a published article.
All cases will be assessed fairly and confidentially, with decisions based on the available evidence and the potential impact on the scholarly record. The journal's procedures are informed by the official guidance and resources of the Committee on Publication Ethics (COPE).
